Hong Kong’s Chief Executive, John Lee Ka-chiu, delivered the 2023 Hong Kong Policy Address on 25th October 2023, announcing a number of significant developments that businesses can look forward to.

For instance, more institutions have been added to the List of Qualified Universities Under the Top Talent Pass Scheme – allowing for a wider talent pool. More relaxation in visa requirements has also been granted for certain nationalities.

Besides these, in Q4 of 2023 alone, Hong Kong has welcome new labour law updates such as the launch of the Enhanced Supplementary Labour Scheme to remedy manpower shortages and the enhancement of the Legal Advice Scheme. Another major development is the passing of the MPF Offsetting which is slated to take effect in 2025.
