Updates In the Work Injury Insurance
Zhejiang Province
Zhejiang Province has issued a notice detailing the adjustments to work-related injury insurance in 2024. This adjustment applies to employees or dependent relatives who have been receiving related benefits before 31 December 2023. The adjustment details are as follows:
- Disability Allowance Adjustment Standards
- Disability Grade 1 increased by RMB174 per month
- Disability Grade 2 increased by RMB166 per month
- Disability Grade 3 increased by RMB158 per month
- Disability Grade 4 increased by RMB150 per month
- Death Grand
The monthly death grant for dependent relatives of workers who died in work-related incidents will increase by RMB50 yuan. If there are multiple dependent relatives, the total death grant amount after adjustment shall not exceed the 2023 weighted average salary of employees in non-private and private units in the province.
- Pension
- Employees who sustained work-related injuries, are retired, and are eligible for this benefit will receive a pension increase according to the 2024 adjustment standard. If this increase is lower than the corresponding disability allowance adjustment, the difference will be made up to match the disability allowance adjustment.
- Employees who sustained work-related injuries, are retired, and cannot be classified by disability level will receive a pension increase according to the 2024 adjustment standard. If this increase is less than RMB158 per month, the difference will be made up to meet this minimum.
- Other Employees who sustained work-related injuries and retired will also receive a pension increase according to the 2024 adjustment standard. If this increase is less than RMB138 per month, the difference will be made up to meet this amount.
Henan Province
Henan Province has issued a notice detailing the adjustment to work-related injury insurance in 2024. This adjustment applies to employees who have been receiving disability allowances and living care allowances and dependent relatives who have been receiving death grant, before 31 December 2023. The adjustment standards are as follows:
- Disability Allowance Adjustment Standards
- Disability Grade 1 increased by RMB150 per month
- Disability Grade 2 increased by RMB140 per month
- Disability Grade 3 increased by RMB130 per month
- Disability Grade 4 increased by RMB120 per month
- Disability Grade 5 increased by RMB110 per month
- Disability Grade 6 increased by RMB100 per month
- Death Grant
The monthly death grant will increase by RMB50 per person and an additional RMB20 per month for elderly dependents or orphans.
- Subsidies for Special Circumstances
For work-related injuries sustained before 30 September 1996, the disability allowance and death grant will each increase by an additional RMB 10 per person per month, on top of the standard adjustment.
- Minimum standards for disability allowances and death grant
If the adjusted amounts do not meet the following minimum standards, they will be uniformly raised to these levels. These standards will be reviewed and adjusted every three years going forward:
- Minimum disability allowance: 3,209 yuan/person/month.
- Minimum death grant
- Spouse RMB1,711/person/month (RMB1,882/person/month for elderly dependents)
- Other relatives RMB1,283/person/month (RMB1,411/person/month for elderly dependents or orphans)
- Living Care Allowances
- Person who is unable to independently care for oneself will receive RMB3566 per month
- Person who has limited ability to take care of oneself will receive RMB2853 per month
- Person who is partially unable to take care of oneself will receive RMB2140 per month
Adjustment of Childcare Reimbursement
The Zibo city, Shandong Province, has issued a notice (Zibo Development and Reform Price [2024] No. 41) outlining regulations for managing early childhood education fees. Childcare fees for children of employees in government and public institutions who comply with the national birth policy are eligible for reimbursement according to official regulations. Parents can submit monthly or semester-based reimbursement claims to their units with financial or tax receipts. Enterprises and other organisations may set their own standards or refer to these guidelines. This notice will be effective from 1 September 2024 to 31 August 2029.
- Reimbursement standards for childcare fees
- Public kindergartens: Reimburse according to actual expenses.
- Private kindergartens: If fees are lower than those of public kindergartens at the same level, reimburse based on actual expenses; if higher, reimburse up to the standard of public kindergartens at the same level.
- Reimbursement Conditions
- Reimbursement is not limited by the location of the kindergarten.
- Dual-income families: Each unit reimburses half.
- Single-income families: The unit of the employed party reimburses the full amount.
- Single-parent or adoptive families: The unit of the custodial party reimburses the full amount.
