Preparing for eMPF Registration? HKID Requirement Explained

Hong Kong’s MPF system is undergoing a major digital transformation with the launch of the eMPF Platform — a substantial infrastructure initiative aimed at overhauling the administrative frameworks of MPF schemes, standardising operations, and introducing automation to streamline processes for employers, employees, and service providers. The platform is designed to provide real-time updates, consolidated account management, and simpler access to MPF services.

Under eMPF requirements, any “Company Authorized Person” must hold a Hong Kong Identity Card (HKID) to complete registration on the eMPF Platform. This is a critical step, as without successful registration, users will not be able to access or manage MPF accounts through the platform. It also raises an important question for those without an HKID — what alternatives are available? Below, we answer your question, while also covering key details on important compliance deadlines.

To complete the eMPF registration, your company must prepare and submit the following documents:

  • Proof of Company Registration or Existence: A valid document such as a Business Registration Certificate or Certificate of Incorporation.
  • Company Authorized Person Appointment Form: This form confirms that you are authorised to register on behalf of your company or organisation.
    • The appointed Company Authorized Person will also have the ability to add or remove “Scheme Authorized Persons” and “Other Users,” with rights for up to 50 users under user maintenance.

These documents must be submitted by the appointed Company Authorized Person on behalf of the company.

If the authorised person only holds a passport (without a Hong Kong Identity Card (HKID)), online registration via the eMPF Platform is not supported. It is important to note that the authorised person will by default have access to every other employee’s personal data, which includes salary and pension information.

In this case, the safer option might be to outsource the process to a third-party vendor as this approach minimises security risks, preventing one individual from accessing personal data of all other employees.

  • Authorise an HR outsourcing company to handle the registration process. Additional supporting documents will be required, and the outsourcing company will be responsible for registering and activating the company’s eMPF account.

  • Employers must complete their registration within two months of their assigned staging date. However, specific timelines or arrangements may vary slightly depending on the MPF scheme or trustee.
  • Failure to register on time means employers will have to submit MPF contributions manually using a detailed PDF form — a time-consuming process that requires inputting each employee’s information individually.
